Survey of Concord reuse plans

The City of Concord has released the survey results it recently conducted for public opinion on reuse plans for the Concord Naval Weapons Station. According to the City of Concord, the survey of 600 randomly selected Concord residents answered who 50 questions about the project.

“The conclusions of this survey mirror, in many ways, a similar survey that was conducted at the beginning of the planning process in 2006. Overall, residents favor a balanced approach. Respondents favored a mix of housing (single-family, townhouses, condos, larger and smaller units) as well has homes for sale and for rent. In addition to housing, office buildings and other projects that create jobs were supported.

“Survey respondents expressed a strong desire for open space as well as developed recreation areas and sports fields. The average amount of the land that respondents believe should be in open space and parks was 44 percent, with 72 percent calling for 50 percent or less. Respondents were clear, as in 2006, that the project must produce sufficient tax revenue to cover the city’s costs.

“In general, the responses support the themes represented in the “Clustered Villages” alternative, one of two plans being considered by the Concord City Council. The survey shows that respondents are more comfortable with less dense development as reflected in this alternative. This alternative focuses dense development around the North Concord BART station, but then spreads development out along the southern portion of the site in three pedestrian-friendly villages.

“The second plan, “Concentration and Conservation”, locates all development in the northwestern quarter of the project area with the remainder of the property left in open space. In order to be financially feasible, this alternative requires fairly dense residential development, which would give the area a more urban feel. The City Council is scheduled to select a preferred alternative at its January 12, 2009 meeting.

Concord to install parking sensors at Todos Santos Plaza, Jul 30

On Wednesday July 30th the City of Concord will be installing 36 wireless parking sensors to the short (30 minute & 15 minute) term and handicapped spaces in the Todos Santos Square area. Currently the plan is to block off the spaces all day. The goal is to work with the vendor to complete the spaces on Salvio between Grant and Mt. Diablo first, then to get as many of the handicapped spaces completed and available for use.

Phase I of the project will provide the Parking Services Unit of the Concord Police Department data regarding space utilization. Information from the sensors about utilization and length of stay will provide valuable usage information to the Concord Police Department and City officials as they make decisions about parking policies and development in the area. The survey service is designed to electronically monitor the handicapped and short-term spaces around the plaza on a 24/7 basis, enabling Concord Police Department officials to access real-time and historical reports of space usage.

Phase II of the project will provide parking enforcement capabilities. The enforcement service described in this proposal will help maximize the efficiency of the Police Department’s parking services officer(s) by eliminating the need for tire chalking in the short-term spaces. This should ultimately result in better turnover of downtown parking and improved adherence to time limits.

Concord residents encouraged to take the City Manager Online Survey

The Concord City Council invites residents and business owners to participate in an online survey as part of the process for selecting Concord’s next city manager. City Council members would like to hear from the public over the next two weeks about the skills, background and attributes that they should look for in the new city manager. Data from the survey will be used to develop questions used in the screening and selection process. To access the survey, visit Concord’s Web Site and click on the link to the online survey near the top of the page. The survey will be available on the city’s Web site from March 3 through 14.

Questions Concord’s phone survey won’t ask

The City of Concord says it’s going to do its bi-annual resident survey it uses to gauge voter satisfaction with City services. Here’s our list of questions they probably won’t ask Concordians:

1. Do developers have the right amount of influence over City Council?

- a) NOT ENOUGH
- b) TOO MUCH
- c) JUST RIGHT

2. Should Helen Allen be removed from City Council for not legally residing in Concord?

- a) YES; residency should be required
- b) NO; she’s got a tough enough commute as it is
- c) I DON’T CARE; as long as taxpayers aren’t paying for her gas

3. Should Concord have an elected Mayor?

- a) YES; the largest City in Contra Costa County should have an elected Mayor
- b) NO; one-year rotation for Council members is fine
- c) MAYBE; as long as they are Concord residents
