The members that voted the opposite direction neither believe in individual Constitutionally-guaranteed rights nor in the principle of following Article I, Section 8, Clause 11 that requires war to be declared by Congress.It&#039;s quite sad when so-called Republicans cannot understand and uphold the very principles they claim to espouse.   I don&#039;t have the Alameda bylaws handy, but they probably include a preamble similar to CCRP&#039;s:Section 1.  The purpose of the Contra Costa Republican Central Committee shall be to support the precepts of our Nation’s Founding Fathers as reflected in the United States Constitution [sic] and the Bill of Rights with particular emphasis upon the rights of the individual, limited governmental powers and equity under the law.And regarding the photo of Michael Reagan accompanying this story---I hope it isn&#039;t Mr. Reagan&#039;s official publicity still.
