Phillips wants to change law after Richmond rape

Mister Phillips, a candidate for District 1 Contra Costa Supervisor in 2010 writes on his blog:

As you know, a group of (15) people watched a 16 year old girl get raped at Richmond High School and did not report the crime to the police. A Richmond police lieutenant told me the people cannot be charged for not reporting the crime because the girl was over 14 years old.

That is a shortcoming of the law.

A 16 year old is just as important as a 14 year old. That is why I plan to sponsor a county ordinance making it a misdemeanor for an adult to witness the attempted or completed rape, mayhem, torture, or murder of a minor regardless of age, and not report the crime to the police.

People must know keeping quite about such crimes against children, including teenagers, is not tolerated in Contra Costa County.

Is there any law that would actually get Richmond residents to stop staring at crimes in their neighborhoods and schools and start reporting them? I don’t think so.
