The Sponsor of H.R. 3962 is Rep. John Dingell (MI-15), and it is Co-Sponsored by six other Democratic Representatives, Rangel, Waxman, Stark, Miller, Andrews, and Pallone. Nancy Pelosi isn't even a Co-Sponsor, however I am aware that she is a supporter of the bill. DingellCare seems to have a different ring though.
