The document below alleges that the Contra Costa County Republican Party (CCRP) leadership has violated multiple sections of the California Election Code sections below and requests a formal response from the Central Committee leadership including Chair Greg Poulos and Vice Chair, Tom Del Beccaro

- 7354 – Failure to abide by prohibition against pre-primary support, opposition or endorsement of any Republican candidate.
- 7443 – Failure of officers to perform duties of the Committee for the benefit of the entire Party as required.
- 7410 – Failure to fill Committee vacancies in a lawful manner.
- 7411, 354 – Failure to fulfill mandatory removal of lapsed and ineligible Member, Tom Del Beccaro.

Harmer (CD-10) and Del Arroz (CD-11-2010) each pledged to give a $50,000 donation to the CCRP. This was announced at the CCRP May 19, 2009 meeting.

According to the draft of the minutes, the “stated” purpose of the money would be for “bounties” for voter registration. But there has not been any adequate accounting for bounty money for years, let alone a P&L from Darcy Linn, nor an independent audit.

So there is no reckoning as to where the money actually goes. Just Tom Del Beccaro Inc “says so” thru proxies including Poulos and Linn.

Del Arroz recently made a $10,000 initial payment, as reported on the CCRP’s financial reporting, with the understanding that additional partial payments will follow.

Who knows how Harmer has/will funnel his money. It could be paying for his campaign manager, Michael Caporusso, for all we know, who, BTW, is the Executive Director of the CCRP.

I’m trying to follow the money, can anyone show me the file where Harmer gave 50,000$ to the CCRP?

Well, boy howdy—it looks like what T. Holloway’s comment is true after all, Cal. Govt. Code section 82016. If CCRP is de facto a controlled committee, what other obligations must it meet?

82016. (a) “Controlled committee” means a committee that is
controlled directly or indirectly by a candidate or state measure
proponent or that acts jointly with a candidate, controlled
committee, or state measure proponent in connection with the making
of expenditures. A candidate or state measure proponent controls a
committee if he or she, his or her agent, or any other committee he
or she controls has a significant influence on the actions or
decisions of the committee.
(b) Notwithstanding subdivision (a), a political party committee,
as defined in Section 85205, is not a controlled committee.

Follow the money. Trace the donation (i.e. bribe for exclusive endorsement and support) Harmer gave CCRP and how the money got spent and the tit for tat; or, should one say, tit for Mike and Tom.

From what you describe, it appears that the CCRP has essentially become a “controlled campaign committee” with the singular purpose of supporting the candidacy of Republican David Harmer in the Sept 5 Primary for the CD-10 Special Election.

I agree with your assessment that this is a violation of the election code.

No wonder voters don’t want to have anything to do with the Republican Party in California.

Throw all the bums out.

And here I Double Dog Dared you to file a lawsuit and you whimp out with a letter of complaint to the Party. Geeezzz what comedy is there in that?
