According to the California Secretary of State’s Office, with 28 of 273 precincts reporting, Democrat Lt Governor is leading Republican David Harmer with a 56%-39.5% margin in the CD-10 Special Election.
Garamendi is headed to victory in the Special Election to fill the Tenth Congressional Seat vacated this past Spring by Rep. Ellen Tauscher, after she was appointed to the State Department by President Barack Obama.

Breakdown by County shows similar tale where Garamendi leads Harmer in Solano (51.88% to 41.17%), Contra Costa (56.97% to 38.60%), Sacramento (50.99% to 42.78%), and Alameda (50.47% to 45.84%) — Harmer’s best showing.
Facing an 18-point registration lead districtwide, the Harmer camp was selling internal polls they used to gin up donations and sucker punch fool reporters from national media, who mistakenly trusted the inexperienced Mike Caporusso, touting a 2-point gap just before the election.
As elections have consequences, reports indicate Garamendi could be sworn in this week or next in time to vote on historic legislation including the healthcare and cap and trade bills. And California Governor Schwarzenegger can begin his search for a new Lt Governor that can be approved by the Democratic majority in the Assembly and State Senate.

I read an article online about Stan Statham being nominated for lieutenant governor to replace John Garamendi who was just left for congress. It quoted some high-level government sources but I haven’t seen much else about this in the local media. Has anyone else seen this? Why is this being kept so hush hush?

Not sure what you mean about NYC. As for 25% voting, it is a known problem that runoff elections always have very poor turnout and so can be more easily manipulated, and are expensive. Instant Runoff Voting would solve these endemic problems with our current voting system, by producing a majority winner without need for a runoff, while increasing the likelihood of higher turnout as candidates appeal to broader constituencies.

Actually, when you consider that the registration is +18% towards Democrats, a 10% margin (which is what the result was) says that Harmer’s platform resonated with the electorate more than did Garamendi’s. There is a large demographic (maybe not as large as the Democratic followers) that is growing more averse to the platform Garamendi and Pelosi stand for. It would be wise to understand that and the reasons behind that shift.

Garamendi’s support of big-banker bailouts, so-called “stimulus” and socialized health care are the only forms of extremism here.
Regardless of your vote, Garamendi doesn’t give a care about what you want as his constituent.
Right, 40% is a rejection… Why my fellow Californian’s think sending a lifetime devotee to the cause of California’s problems on to Federal authority is beyond me. I’ll be doing everything I can to make sure Garamendi doesn’t last more than this short term in office, if he does, in fact, end up winning.
This was a rejection of extremism of the Republican variety.
