A contributor at Seeking Alpha writes that California’s AB32 legislation is the biggest fraud in the history of “renewable” energy, espeically in how it defines what is or isn’t “renewable energy,” like wind, solar, geothermal, biomass and small hydro.
But, “large hydro is excluded. Instead of celebrating California’s leadership in low-emission hydroelectric energy procurement, AB 32 excludes large hydro from the definition of “renewable energy.” For those wondering, yes this would be the same as including a 1 acre solar panel farm and excluding a 10 acre one.
“Why would our well-intentioned green lobby exclude large hydro, that is every bit as renewable as a small hydro project? Because if it were included, California would have already hit its 20% 2010 renewable target back in 2007. More recently, California upped the RPS percentage target to 33% by 2020.”
California’s Public Utility Commission is poltically embarrassed to say that large hydro is excluded for no other reason than we’d already have hit renewable energy targets if counted.
The CPUC’s reply to the writer’s request for an explanation of large hydro’s exclusion:
“Large hydro does not qualify for the RPS and is thus excluded. If large hydro were included, the renewable portion of electricity in the State would be higher”
And another reply:
Unfortunately, the Energy Commission does not have any information on the original decision to exclude large-hydro projects from the RPS program. Hydro-projects were excluded from the program by law, so we have no reason to evaluate them any further. To the best of my knowledge they were excluded due to concerns about their environmental impacts, I believe environmentalists were involved in the decision process before the law excluding them were finalized, but I do not have detailed reasons for their exclusion.”
Just so we’re clear, here’s what California considers renewable hydroelectric energy, and what it excludes.

Drill Baby Drill! Remember the chant I led at the 2008 RNC nominating convention? Not only do we need to tap all available energy sources, we should absolutely first exploit the ones with the most risk for environmental damage and destruction to our fisheries. Like drilling just off the continental shelf near our most productive shellfish areas in the Gulf of Mexico. Same with hydroelectric. Why mess around with puny micro-hydro when you can build more Hoover Dams? We’ll show the salmon who is boss. I never trusted all these fish anyway—sneaking around under water, just like the Taliban and the Viet Cong with their tunnels. Energy independence or death!
