
On the heels of a 100,000 gallon sewage spill that residents claim was mishandled by current Discovery Bay Community Services District leadership, the Discovery Bay Residents for Responsible Government issued the following press release, Friday. The release can be found at the campaign web site of Mark Simon and Ray Tetreault who are running against incumbent (Doran) and another (Finetti backed by current CSD board majority) that the group claims would maintain the status quo of poor leadership and transparency. The key issues that DBRRG believes point to the CSD’s lack of leadership are:
– there was no formal notification from the CSD to the town residents or the media regarding this spill
– the RWQBC considered the warning signs posted at the south end of the lake to be inadequate
in raising awareness
– lack of the State required notifications
– the legally required 5 day report to the RWQCB was submitted approximately 47 days late
– a demand letter had to be served on the CSD by the RWQBC to obtain the necessary documents
– the spill was not listed on any of the 3 CSD meeting agendas since it occurred.
– lack of contractor oversight to insure compliance with state requirements on key environmental safety issues
– the spill occurred on July 17 but was not properly cleaned up until August 15
– originally the spill was said to only be 10,000 gallons and not properly updated to state authorities
– at least one fountain in the lake was allowed to continue to run thus emitting airborne fecal contaminates

I’m really impressed that there are finally DB citizens with enough guts to organize and issue a bold and desisive press release like this one. I only hope they will stay motivated and keep up the pressure. Ever since the waterski issue emerged it seems things have started to go wrong for the well entrenched CSD. Is it coincidence or has this been a BS board/town management all along and it took a major incident to bring forward the people and horsepower to make enough noise and clean things up? Based on what I have read there is no way the incumbent and CSD majority supported candidate will be elected. I also predict the town manager will be gone within 6 months. I hear he is basically a well intended guy but as often happens the job has outgrown him and he hitched his allegiance to the wrong wagon. That combination and his poor handling of the sewage spill put a nice ribbon on his fate.
I wanted to know the answer to that same question. I kept saying they were getting the story wrong but no one wanted to listen to me until all the reports came out. It made me feel that the DB Press was very biased. I do feel they got it right this last time though.
They should have been listening to the right people, not the ones who were trying to help with the whole cover-up that was going on.
