Concord garbage rate increase smells

Outrageous garbage-collection rates in Concord may mean that all Concord residents will need some sort of charity. Ugly politics, Concord style, will mean that in 2010 garbage rates will go up: 23% for 96-gallon containers ($31 to $38); 15% for 64-gallon containers ($27 to $31); and 5% for 32-gallon containers ($22 to $23). There is a whiff of corruption in the air.
